Stable = able or likely to continue; transitional housing is not considered stable

Affordable = household pays no more than 30% of gross income for housing

The following factors should be taken into account with regard to housing adequacy:

-Legal security of tenure

-Availability of services, materials, facilities, and infrastructure

-Affordability

-Habitability

-Accessibility

-Location

-Cultural adequacy
